Seeking a Software Development Manager with direct responsibility for application developers. This position is located near Metro Center, Washington, D.C. Must be clearable.
Essential Job Functions
- Manages application developers and evaluates the progress and results of development efforts to ensure that application development processes meet organizational goals and client needs in accordance with specified agreements.
- Implements and participates in the design and development of more complex applications while supporting existing production systems to ensure customer business needs are met.
- Provides advice and counsel regarding business applications. Researches client needs to ensure that business operations and objectives are understood in order to provide appropriate application support.
- Trains developers to ensure that policies and procedures are learned and followed.
- Manages, prioritizes, distributes, and oversees completion of application development tasks and work requests for the entire organization to ensure a stable application production environment.
- Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines.
- Prepares, recommends and oversees development of operating and personnel budgets. Monitors spending for adherence to budget plans, develops and recommends variances. Performs and/or oversees budget analysis.

Qualifications Basic Qualifications
- Master's degree or equivalent combination of education and experience
- Master---s degree in computer science, mathematics or related field preferred
- Twelve or more years of programming and application development experience
- Nine or more years of supervisory experience included
- Experience working with appropriate programming languages, operating systems, hardware and software
- Experience working with relational databases to facilitate programming software
- Experience working with industry practices and company policies
- Experience working with generally accepted accounting principles and accounting software

- Strong analytical and problem solving skills for design, creation and testing of programs
- Strong communication skills to interact with team members and support personnel
